free franked by U.S. Senator James Harlan, "Washington D.C. Oct. 21, '64" double-circle datestamp, the letter is datelined
"Libby Prison, Richmond Va., March 5th 1864" so it probably came from a different cover, slightly reduced at left, Very Fine, a rare prisoner-of-war cover that apparently crossed the lines outside of the normal flag-of-truce channels (without censorship) and was free-franked by an obliging senator, ex Birkinbine
