III (26), stamp defective, on "Confederate States of America Treasury Department" semi-official imprint cover to Charleston S.C., written in the hand of Secretary of the Treasury Christopher Memminger, cover with water staining, despite the condition this is a rare combination of Confederate use of a U.S. stamp and hand-written address by Memminger as Secretary -- he served only from Feb. 21 to July 18, 1861
