Judging from the destination and postage, it is presumed that the cover contained court documents that weighed approximately 14.5 ounces.

FINE. AN EXCEPTIONAL AND SIGNIFICANT PIECE OF URUGUAY POSTAL HISTORY WITH ONLY FOUR "SUN" ISSUE COVERS RECORDED TO DESTINATIONS OUTSIDE URUGUAY, ARGENTINA OR BRAZIL.

Since this cover was datelined in Concordia, Argentina, it likely was carried privately to Salto aboard a riverboat. The Uruguay 120c was affixed for internal mail to Montevideo, where it was handed to the French Consular office for onwards transmission on the Saintonge to Europe for final delivery with "10" decimes due.
