All of the first four Special Delivery Issues (E1-E4) are extremely rare in plate block form. We believe the 1885 Issue, E1, is the rarest of the group with perhaps 5-7 known (including one pane). This is one of only three we have offered since keeping computerized records, and it is also the largest we have offered.

The Dots in Curved Frame above Messenger variety (E5a) comes only from plate 882. It is priced in Scott at nearly double the normal E5.

We cannot overstate the rarity of this issue in plate block form, especially with choice centering. The only other plate block we have offered since keeping computerized records for more than 25 years is an off-center plate block from our 2009 sale of the "Whitpain" collection. This centered example is far superior.

The only value missing from this 1919 Issue set is the 30c on 15c, No. K12. Interestingly, this is also the only value that is unpriced as a used block in Scott. We have never attempted to locate one but we presume it is extremely scarce since it alone is unpriced.

AN EXTREMELY FINE GEM STAMP GRADED SUPERB 98 BY P.S.E. THE 24-CENT ON 12-CENT OFFICES IN CHINA IN THE CLARET BROWN SHADE, SCOTT K11a, IS NEARLY IMPOSSIBLE TO FIND IN SUPERB MINT NEVER-HINGED CONDITION -- EVEN MORE DIFFICULT THAN THE BROWN CARMINE MAIN SHADE LISTING, SCOTT K11, WHICH IS ALSO VERY ELUSIVE IN THE HIGHEST GRADES.

The main shade listing for the 24c on 12c Offices in China, Scott K11 in Brown Carmine, is one of the two most difficult stamps in the series to obtain in Mint N.H. condition with outstanding centering. It is often the last stamp collectors need to complete a high-grade set. 50,000 copies in Brown Carmine were issued. The Claret Brown shade offered here, with only 8,000 issued, is even more difficult and carries a 50% value premium in Scott. Both K11 and K11a have one stamp graded Superb 98 in the P.S.E. Population Report, as well as two graded 95. However, K11 has many more at the 90 and 85 grades. Overall, we feel the Scott premium is correctly indicative of the greater difficulty in finding the Claret Brown K11a offered here.

With 2020 P.S.E. certificate (Superb 98; unpriced in SMQ above the grade of 90). The Superb 98 SMQ value for Scott K11 is $3,000.00, though the sole example of that grade realized $4,500 hammer in our 2016 sale of the "Hanover" collection. It stands to reason that this K11a should be priced higher in SMQ.

VERY FINE APPEARANCE AND VERY RARE. PERHAPS FOUR OR FIVE COVERS ARE KNOWN WITH THE 15-CENT POST OFFICE DEPARTMENT OFFICIAL ISSUE.

The 15c stamp pays the five-times 3c domestic rate. Judging by the size of this cover, it likely held a regulation manual or accounting of some sort. Robert Markovits recorded only four covers in total (2004 Bennett sale). We are not sure whether this is one of the four --this was found by us in an old-time New England collection formed in the 1920s and 1930s.
