VERY FINE. AN EXCEPTIONALLY RARE BLOCK OF FOUR OF THE PHILIPPINES 1903 $1.00 ISSUE WITH BANDHOLTZ BLUE "O B" PRINTED OVERPRINT. A GREAT RARITY OF UNITED STATES POSSESSIONS COLLECTING.
In May 1907 the director of the Philippines Constabulary, Brig. Gen. Harry Bandholtz, requested permission from the Bureau of Posts to use printed "OB" overprints on 1899-1904 stamps in order to control the expenses of his department. The Bandholtz "OB" letters were printed on the stamp, and so differ from other "OB" or "Official Business" overprints that were handstamped or written in manuscript. They are unlisted in Scott. The standard reference for their listing, rarity and pricing is the Coughlin catalog, last updated in 1989.
