The French stamp was probably affixed in anticipation of mailing via the French Post Office in Shanghai, but it did not serve postal duty, because the sender evidently changed his mind and used the U.S. office. The U.S. Post Office in Shanghai circular datestamp with the integral "Registered" is extremely rare

This U.S. Postal Agency Shanghai handstamp has been noted by past students, but it is not known used on any mail. Its origin and purpose are uncertain. In this case it was obviously intended to satisfy philatelic demand at a total cost of $9.04 in postage.
