, and both tied by "Vancouver, B.C. No. 3 98" cds (port of entry), on cover to the marine barracks on Mare Island, California, straightline "U.S.S. Bennington 3rd Rate" hs in purple, at top left, indistinct ds on back, small opening tear at left, Very Fine usage, this franking may have been a result of the sender guessing the cover was overweight, and using whatever stamps he had to pay the 2c rate for soldiers' mail, or perhaps a commentary on annexation was intended, but whatever the reason, this Spanish-American War mixed franking is very scarce
