Bennington 3rd Rate" hs in purple, at top left, indistinct ds on back, small opening tear at left, Very Fine usage, this franking may have been a result of the sender guessing the cover was overweight, and using whatever stamps he had to pay the 2c rate for soldiers' mail, or perhaps a commentary on annexation was intended, but whatever the reason, this Spanish-American War mixed franking is very scarce
