Addressed to a Navy man at Norfolk, Va., forwarded twice in U. S. & From Washington to Montevideo, Uruguay. Stamp tied by clear "Washington, D. C., Apr. 12, 1878", forwarded to the U. S. & ended in Dead Letter Office, Perfs. touch, immaterial as it is the only 24c Navy Known on cover. With P. F. Certificate
