The accompanying 1995 P.F. certificate which considers this a genuine usage but declines opinion as to whether the adhesive originated, although in our opinion the label is a genuine provisonal stamp, and is effectively "tied" by the envelope tear. This cover was illustrated in Dietz's The Postal Service of the Confederate States of America
with the question "Who will define its status?"
