FINE AND EXCEPTIONALLY RARE PENNY BLACK COVER TO AN OVERSEAS DESTINATION. ONLY THREE OR FOUR COVERS TO BRITISH NORTH AMERICA ARE THOUGHT TO EXIST, WITH THIS AS THE ONLY DOUBLE RATE COVER KNOWN.

The Penny Black singles paid the double rate domestic charge. The 2sh8p paid the double Cunard Transatlantic rate to Canada.
