The object of this book is to place before every one the rules and regulations of the post in daily use... The diffusion of knowledge of this kind insures greater promptness and certainty of mail delivery." -- content includes information on office hours, domestic and international postage rates, carriers, money orders, and a list of UPU participating countries, along with a healthy dose of ads -- small thumbtack hole at top left, Extremely Fine and rare, we have never seen another example of this truly spectacular booklet, ex Bailar
