VERY FINE APPEARANCE. ONE OF THE MOST ATTRACTIVE USED EXAMPLES OF THE 15-CENT 1869 PICTORIAL ISSUE IN EXISTENCE.
Our census of Scott 119b at https://siegelauctions.com/census/us/scott/119b , records three unused and 102 used copies (there are an additional three used examples of Scott 119c). Two of the used copies are in institutions -- the Tapling Collection at The British Library and the Miller collection owned by The New York Public Library. We estimate that approximately fifteen used copies are sound, including copies with tiny corner creases. A large number -- more than half -- have serious faults or repairs.
The appearance of 15c 1869 Inverts is very frequently unsatisfactory, due to cancellations that obscure the vignette. This stamp is visually one of the best we have encountered, and the small thin and corner crease are truly insignificant, especially in comparison with severe flaws that affect the majority of other copies.

VERY FINE. AN EXCEPTIONALLY CHOICE AND RARE SOUND USED EXAMPLE OF THE 15-CENT 1869 PICTORIAL INVERT. THE COLORS ARE RICH AND DEEP, AND THE TARGET CANCEL LEAVES THE VIGNETTE CLEARLY VISIBLE. ONLY 14 USED COPIES ARE CONFIRMED AS SOUND, AND THIS ONE OF THE FINEST IN EXISTENCE.

Only 14 are confirmed as sound (an additional nine have not been seen in many years and their condition is unknown). Of the 14 sound copies, almost all have perfs touching the design on at least one side. The 15c is at least as difficult to find in sound condition as the more expensive 24c and 30c inverts.

Census No. 119b-CAN-82. Ex Choban. With 1995 P.F. and 2019 P.S.E. certificates (F 70; SMQ $90,000.00). Only six 15c Pictorial inverts have been submitted for grading -- attesting to the extreme difficulty of finding a sound example. This 70 grade is the highest awarded and it is shared by only one other
