well-tied across the cuts by "Caspar Cal." circular datestamp and target on
two separate covers addressed to the famous stamp dealer, John N. Luff, in
San Francisco, one with original enclosure dated Nov. 1, 1891, discusses
making up a few bisect covers, legality of bisects and remarks "as to
the question of making them ad lib and omit the formality of having Uncle
Same carry them, I think such a product would savor of essay qualities, or
