EXTREMELY FINE. A REMARKABLE COVER PAYING THE 2-CENT SHIP FEE PLUS THE 2-CENT DROP LETTER RATE AT SAN FRANCISCO. THE HIGHLIGHT OF THE BURROWS COLLECTION.

After the 2c drop rate became effective on July 1, 1863, covers from Hawaii to San Francisco, the port of entry, could be prepaid 4c (2c ship fee plus 2c drop rate). Examples of this rate are extremely rare.
