OF THE SIX CONTEMPORARY USAGES REPORTED, THIS IS ONE OF ONLY TWO KNOWN SINGLE FRANKINGS. A WONDERFUL RARITY. According to the 1984 B.I.A. survey, no cover bearing Scott 467 has ever been submitted to the Philatelic Foundation. This has since changed, though the B.I.A. survey remains the most accurate census of known usages. In an article in Philatelic Opinions V published by the Philatelic Foundation, William T. Crowe, head of the Expert Committee, discusses the discovery of this rare stamp and how it might have been issued. The production of Scott 476A occurred during the period of transition from gauge-10 perfs to gauge 11. Bureau records do not list a 30c printing on unwatermarked paper that was perforated 10, but the existence of two certified panes -- one bottom-right pane from Plate 6917 and one top-right pane from Plate 6911 -- is evidence that the combination of new unwatermarked paper and old 10-gauge perfs occurred, even if inadvertantly.
