According to Starnes, the rates to Salonica were the same as the rates to Candia (Crete). At the time this cover could have been sent (1856-57), the three applicable rates were: 21c by British Mail, 40c by Prussian Closed Mail, and 30c by French Mail. The markings on this cover and 40c prepayment indicate service by Prussian Closed Mail, however, the 5c West Coast surcharge applicable to all three rates does not appear to have been paid, unless it was paid in cash.
