handstamp, British, French and Germany transits and rate markings, tear at
upper left clear of stamp, carrier stamp torn -- at one time this was
regarded as a genuine U.S.P.O. carrier stamp, but it is not accepted today
-- offered on its own merits (with 1990 P.F. "decline opinion"
certificate), ex Mason, Hollowbush and Middendorf
